Do I need an egress window in my basement?

What is a window well?
When the window sits below the ground, a window well holds the soil back around it, lets daylight in and gives enough room to climb out. It needs drainage at the bottom so it does not fill with water.
Does an egress window need a permit?
Yes. Cutting a new opening in a foundation needs a building permit from the town, and the opening has to meet the escape-opening rules in the state building code.
